Public Procurement Bill, 2012 and the focus of this year's Budget on efficacy and transparency in Public Procurement have highlighted the need for capacity building in this area. Scope of PDPP training: PDPP is an advanced diploma programme that offers a comprehensive introduction to public procurement and focuses on best practices in Government and the public sector. International standard Course material of Diploma Program PDPP has been written by many renowned procurement professionals. The course has also undergone a quality and skill mapping check against the competency standards prescribed by CIPS and ISM for any procurement official to possess at this level. World Bank has utilized a service provider to convert the written part into e-learning with graphics, animations and quizzes. AWARD OF DIPLOMA: Professional Diploma will be jointly issued by the Institute and the World Bank.

PDPP is focussed to help you avoid the pitfalls that attract attention of Vigilance etc. Public Procurement Bill, 2012 had envisaged a mandatory qualification for Public Procurement Executives. As and when such legislation is enacted, you would have a head start. Although PDPP through IRILMM is not as yet a prerequisite for promotions, however it is likely to get considered favourably under marks allotted for “Personality, Address, Leadership and Academic/ Technical Qualification” – which is part of selection for promotion. We have approached Ministry of Railways for issue of such orders. Other Organisations would also be approached later. Ministry of Railways have been approached for sanctioning reimbursement of at least 75% of Fee paid for this course. Other Organisations would also be approached later. Non-procurement professionals who are stakeholders in or manage the procurement function or Auditing and compliance professional would also get the same benefits.
Although no qualification can be guarantee for placement, but candidates with knowledge and skills of relevant field do stand at an advantage. PDPP would help you to perform better in interviews and recruitments by equipping you with in-depth knowledge and understanding of the field. Graduation in any stream OR Recognised Diploma in any professional streams (e.g. Engineering; Pharmacy; Hospital Management; Hotel Management etc) Final Year students can enrol subject to passing their graduation or diploma before award of PDPP Certificate. Two years' work experience is desirable but not mandatory. It is advised that the course may need adequacy in English language and Computer/ Internet usage.

Modules and Units: There are 8 modules out of 11 modules to be completed by you. Each module is divided into a number of Units. Modules 1 to Module 6 are compulsory for all. Out of remaining 5 optional modules (module 7 to 11), you have to pick only 2 to be completed as optional modules. If you like you may do more optional module, but scores of best of two optional modules only would be counted. This is a blended learning course containing both on-line and off-line study. There is also a Video tutorial on this site about how to use and navigate the on-line course material. Please be on the lookout for announcements from the portal about events relevant to students on the landing page before logging in – which is not visible after logging in. You can do this course even on Tablets. Assignments: You are required to download and work on an assignment after each module. These can then be uploaded for evaluation by the Faculty. At least 4 out of 8 assignments are to be uploaded to qualify for the Face-2-face boot camp. Forums: There are also forums where you can participate with other students of this course in discussions. There would also be moderators or faculty present in some of these forums. Webinars: Faculty from different Institutes would hold webinars on the topics. Please be on the lookout for such announcements. Chats: Faculty of IRILMM would also be available for on-line chats at pre-announced times to interact with you. Study Material: A book containing all the 11 Modules would be sent by mail to you by IRILMM. This is your main reference material. PDPP Study Guide: IRILMM have prepared a Study Guide for PDPP based on its extensive experience in distance learning for Adult learners. This will help you to complete this course as quickly as possible, keeping in mind your current busy schedule. IRILMM's PDPP Study Planner & Tracker: A PDPP Study Planner & Tracker would also be provided to you by IRILMM to plan and track your progress in PDPP. You can pin IRILMM's PDPP study Planner & Tracker on your wall or keep it loose on your desk for ready reference. Face-to-Face Boot Camp: A five day boot camp would be held at a convenient place. It will cover: Doubt clearance, reinforcement of learning, interaction with renowned practitioners, Mock Exercises in Procurement and preparations for final exams. Attendance at this Boot Camp is highly recommended since it carries approx 10% marks. Final Examination: On fifth day of Boot Camp, an On-line final exam of 2-3 hrs duration would be held. It would consist of objective questions.
Duration: On an average will be 6 months but you are free to do it in longer or shorter period. Students are allowed 3 attempts to qualify for award of the Diploma. Time Commitment: Average learner would require approx 14 hours per week. With longer periods in weekends and holidays this may need only 1.5 hours per working day. However this being a self-paced learning, you may choose to do it faster or slower.
PDPP has six mandatory core modules (three of these modules are common with certificate course CPPP). These cover: Introduction to Procurement and Public procurement (including Management Concepts and Techniques); Public Procurement Framework in India (including legal aspects of Public Procurement); Contract Management and Closure (including Receipt and Accounting of materials and payment of suppliers' bills); and Public Procurement and Good Governance. In addition, the participants of PDPP will have to choose any two from the five optional modules: International Practices in Public procurement (including Importing Goods into India); Public Procurement of Civil Works; Public Procurement of Services; Logistics in Public procurement (including Disposal of Scrap); and E-Procurement.
Formative Assessment (30%): The assessment during e-learning will involve tests at the end of each module and assignments. Learner has to clear 50% of the assessment questions at the end of every module before she/he can proceed to the next module. If unsuccessful, the module has to be repeated. In addition at least 4 assignments need to be submitted (at least one assignment in every two modules) to qualify for the face-to-face boot camp. Summative Assessment (70%): In addition, there will be final examination during face to face boot camp with IRILMM. Overall: The learner has to get 60% marks to qualify for award of the diploma and 75% to get a distinction.
